With reference to your Confidential Despatch

of the 20th. of December, I have the honour to transmit in tripli-

-cate copy of a letter which I have addressed to His Britannic

Majesty's Consul-General at lienila.

The delay in answering his letter has been necessitated by the consideration of the fresh legislation referred

to in my reply and already submitted to you.

3.

I have now authorised the following rewards

for information leading to the seizure of Opium:-

(a). A minimum of $1 per tael in cases in which the opium

is not sold. (Note:- It is not always possible or

desirable to sell it); or

(b). half the price realised by sale of the opium, if

sold; or if delay in selling then half the estimated

price obtainable. (Note: Delay in paying rewards

militates against the success of offering re- ~wards);

(c). in any event half the fine imposed by the Magistrate

(this is already done).

The Superintendent of Imports and Exports who is most energetic in the suppression of the smuggling of opium considers that these

arrangements
